The Circular ClimAccelerator Philippines is a program to accelerate the adoption of circular economy and resource efficiency in the Philippines.
We are looking to support impactful startups that are committed to adopting circular economy principles and reducing waste and emissions.
This 6-month program seeks to identify, support, and scale startups developing solutions to transition from a linear to a circular economy, addressing critical sustainability challenges and fostering economic growth through resource efficiency and waste reduction.
Circular ClimAccelerator Philippines is designed and implemented by Villgro Philippines in collaboration with EIT Climate-KIC.
As a gender-smart program, we aim to support innovative local models that bolster circularity, while actively including women, girls, and/or minority groups within their value chains as catalysts in climate action.

The Philippines has experienced robust economic growth in recent years, driven by strong household consumption, the services sector, and a recovery in global trade. However, this economic progress has consequently increased production, distribution, and waste generation, contributing to environmental degradation and climate change.
The circular economy is an emerging key driver of sustainable development. By extending product lifecycles and creating added value, it reduces waste and reliance on raw materials, fosters innovation, and promotes sustainable solutions. According to the UN Environment Program, circular economies could generate an estimated USD 4.5 trillion in annual economic output by 2030.
Our vision for the Circular ClimAccelerator extends beyond capacity building to create a society where diverse voices actively contribute to climate action, resulting in a more resilient, inclusive, and sustainable future for the Philippines.
The circular economy is “a model of production and consumption, which involves sharing, leasing, reusing, repairing, refurbishing and recycling existing materials and products as long as possible.”
Objectives
Circular ClimAccelerator Philippines seeks to:
- Identify and support up to 10 high-potential circular economy startups with market-based models that directly address climate challenges in the Philippines, emphasizing gender equality and empowerment while maximizing positive climate impact.
- Enable and support sustainable livelihoods for women and underserved local communities, promoting environmentally sustainable business practices, economic empowerment, and social inclusion.
Eligibility criteria
We are looking for circular economy startups with market-based models that address climate challenges in the Philippines.
- Solutions focused on transitioning to a Circular Economy or a circular business model:
Circular business models cover a wide range of sectors focusing on retaining the value of resources by maximizing their utility and lifespan. They can source products and materials from the existing economy, create value for customers by adding value to existing products and materials, or create valuable inputs for businesses beyond the customer. Examples of circular business models can be found in the FAQ section below. - Registered with SEC/DTI and/or other local authorities
- Early or growth-stage startups with validated proof of concept, lean experiments / early test validation, and demonstrable growth potential based and operating in the Philippines

1. What is Circular Economy and circular business models?
The circular economy is defined by the European Parliament (2023) as “a model of production and consumption, which involves sharing, leasing, reusing, repairing, refurbishing and recycling existing materials and products as long as possible.” The goal of the circular economy is to eradicate waste and promote the continuous utilisation of resources, in contrast to the linear economy’s ‘take, make, dispose’ approach. Within the circular economy, products are given longer life cycles resulting in reduced resource input, waste, emissions, and energy loss, and the establishment of a closed-loop system that is more sustainable and environmentally conscious.
Circular business models are strategies and operations that adhere to the principles of the circular economy, emphasising the creation of value from resources by prolonging their use and extracting maximum value during their lifespan.
2. What kind of circular business models are there?
Circular business models cover a wide range of sectors focusing on retaining the value of resources by maximising their utility and lifespan. They can source products and materials from the existing economy, create value for customers by adding value to existing products and materials or create valuable inputs for businesses beyond the customer. Some different types of models are the following:
- Product as a Service (PaaS)
- The lease or rent of products, maintaining ownership and responsibility for maintenance, repair, and eventual recycling. This ensures products are used efficiently and can be returned to the company for refurbishment or recycling.
Example: Clothing rental services where customers rent garments for special occasions or everyday use instead of purchasing new clothing.

3. What is the Climate Impact Hypothesis and Forecasting?
Climate Impact Hypothesis and Forecasting is a series of webinars delivered by Impact Forecast. Climate Impact Hypothesis is a tool that enables preliminary evaluation of the potential climate impact of a company’s innovative solutions. Based on the Impact Hypothesis, the Climate Impact Forecast workshop will help the startups to understand and calculate the impact potential of their business case.
This aims at a general knowledge transfer on the topic of climate impact and a connected understanding of the impact potential of an individual business case. Therefore, the participating startups should not only calculate the data for their own business model, but also gain a general insight into the background, international trends and parameters. The output of the workshop can be used by the enterprises in creating a storyline for an impact presentation to investors and other stakeholders in the innovation process.
4. Who can see the information I submit in the application?
All information submitted may be seen by Villgro Philippines, EIT Climate-KIC, and collaboration partners, which includes judges and assessors. All members of the program team are bound by confidentiality agreements.

5. Can I submit more than one application?
Yes, you can submit more than one application provided they are for separate businesses/startups or research if you are involved in both.
6. What publicity will there be about my application?
Once companies have been selected and admitted into the program, Villgro Philippines and EIT Climate-KIC may publicise your involvement through communications channels including but not limited to websites and social media platforms of Villgro Philippines and collaboration partners, as well as other public communications channels. 7. What is the selection process?
Applications will be evaluated by a selection panel composed of representatives from Villgro Philippines, EIT Climate-KIC, and other partners.
Only applications with a strong focus on climate solutions will be further assessed through the following criteria:
Feasibility of Business Model | The startup must have a clearly defined customer segment and a well-established product-market fit. It should be aware of the magnitude of the pain/problem, have a deep understanding of it, and provide a solution that effectively addresses it. |
Social Impact | Social impact is a core focus of the startup, significantly addressing social and environmental challenges. The impact is direct and tangible, with solutions that directly benefit the environment and are dedicated to mitigating climate change. |
Potential of Scale | The startup precisely identifies a need or problem and offers a compelling value proposition to address it. It has a detailed understanding of its target market, including customers’ willingness to pay. Additionally, it conducts a thorough analysis of market size, growth potential, and potential competitors and substitutes, demonstrating potential for future funding. |
Sustainability | The startup is capable of sustaining itself through its profits and is adaptable to industry changes, leveraging them for growth. |
Team | The team driving the startup must possess relevant experience or domain knowledge, demonstrate strong passion and commitment, exhibit leadership qualities, and have the ability to take risks. |
Gender Impact | The startup is majority owned by women (20% or more) or was founded by a woman. Women founders or management must play an active leadership role in the business, with at least one female in a C-level position. Alternatively, the startup should offer products and services that directly and tangibly impact women and girls. Additionally, the startup must maintain gender-disaggregated data on women within its value chain. |
Following initial screening and selection, the program team will conduct virtual due diligence interviews on each selected enterprise to validate the eligibility and program fit. Following due diligence, the cohort will proceed to a meeting with a selection panel. Upon finalization of the cohort by the selection panel, selected startups will be informed.
8. Is there an application fee?
No, there is no application fee or any fees associated with the program. The program is free for all selected participants.
9. How long will the program run for?
The program will run for 6 months from February 2025 to August 2025.
10. Is this an in-person or virtual program?
Circular ClimAccelerator Philippines is a fully virtual program to support startups based or operating in the Philippines. The sessions will be scheduled to accommodate the Philippines timezone.
